District Community Programme


Funding community-based projects

District Community Programme (DCP) was established by the Hongkong Bank Foundation in 1992 to fund small-scale local community projects in Hong Kong organised by the registered charities, voluntary agencies or schools. The maximum funding for each project is HKD30,000. Since its inception, the Programme has donated about HKD65 million supporting more than 7,200 projects.

What we like to fund

The Programme prefers to fund:

  • Projects that promote community service and benefit the local community
  • Projects that promote all-rounded development of adolescents
  • Environmental projects
  • Projects that promote social cohesion within the community
  • Purchase of facilities / equipment to support the needy
  • Projects that are non-profit-making
  • One-off projects rather than ongoing recurrent activities
  • Projects that will be completed within six months of the date of approval

What we do not do

  • Individuals
  • Territory-wide projects or projects conducted outside the HKSAR
  • Conferences / seminars / symposiums / exhibitions
  • Research studies / surveys / study tours / overseas visits
  • Book publication / video / drama productions / placing of advertisements
  • Banquets / ceremonies / anniversary or open day celebrations
  • General fund-raising activities
  • Recurrent expenditure / reimbursements / projects or programmes already underway

How to apply

  • Search previous applications including drafts, and submit applications by the Manager
  • Reply to approved applications by the Manager
  • Apply to extend the project period by the Manager
  • Submit end-of-project report by the Manager
  • Create new applications by the Applicant
  • Submit applications by the Manager
  • Change password of the user accounts
  • Change the answers to the security questions (for recovery of the username or password of the user accounts)

Applications via means other than the DCP Online Application Platform, or belated applications will not be accepted.


Results announcement

A notification email will be sent to the organisation within six weeks from the application deadline. The user with Manager role (the Manager) of the organisation can log on to the system to view the application status.


Notes to successful applicants

Acceptance of funding

The Manager of the organisations successfully applied for the funding should log on to the DCP Online Application Platform to:

  • confirm the acceptance of the donation and the respective terms and conditions
  • provide HSBC with details of the organisation's Hong Kong dollar account with a bank licensed in Hong Kong for HSBC's arrangement to credit the approved donation directly to the account

Nil response and belated replies will be regarded as withdrawal of applications. Funds approved in principle will be written back for the next round of applications.

Project management

If the project needs to be extended, the Manager of the organisation should log on the DCP Online Application Platform and submit a request under 'Enquiry (Listing)' section before the project completion date for HSBC's approval. Should there be other substantial changes in the proposal, the organisation should notify HSBC in advance in writing. HSBC reserves the right to withdraw its approval and demand the return of funds if it considers that the amended proposal no longer meets the DCP's criteria.

All drafts of publicity materials (printed matter, backdrop, etc) that carry the name or logo of DCP as a sponsor / donor to HSBC for prior approval before production.

Report with photo attachments should be submitted via the DCP Online Application Platform within one month from the project completion date. The single receipts and refund cheque (if applicable) should be mailed to the following address quoting the application reference number.

Other Information

Should there be any substantial change in the proposal, the organisation should notify HSBC in advance in writing. HSBC reserves the right to withdraw its approval and demand the return of funds if it considers that the amended proposal no longer meets the DCP's criteria.

Any unspent DCP funding for the project should be refunded to HSBC. The refund cheque should be crossed and made payable to 'The Hongkong Bank Foundation District Community Programme'. Please do not post-date the cheque or send cash by mail.

The report, single receipt and refund cheque (if applicable) should be mailed to the following address quoting the application reference number.
